Requisites of Strategy and Priority Projects

Majority of the reports received by the UADD lack most of the requisites of this stage. It is expected that the “Development of strategies and priority actions” report should include the following points as mentioned in the ToR :

4.4 Development of strategies and priority actions

4.4.1 Evaluation of strategies The strategies will be evaluated from the perspective of their contribution to achieving the vision and sector goals. Criteria will be developed for prioritising the strategies, programmes and projects in consultation with the Steering Group.

4.4.2 Third workshop to finalise strategy and priority actions and projects The selection of strategies based on the criteria with the list of prioritized actions and projects will be discussed and finalised in the third workshop with Steering Group members and other key stakeholders.

4.4.3 Analyse governance framework and reform action plans At this stage, the Consultants, in consultation with the ULB officials, representatives of reform programmes and local counterparts will examine whether the reforms currently being carried out and proposed at state and local levels are sufficient to support the vision and strategic plan and to sustain the planned interventions If required additional reforms may be proposed.

4.4.4 The output of this phase would be an agreed plan outlining the goals, strategies, priority actions and projects with an estimate of preliminary funding requirements in each sector.

After a detailed appraisal of reports the following points have been observed :
  • Strategies have been presented without a mention of Sectoral goals and vision.
  • In most of the reports Strategies presented are very common and vague. For e.g. Delivery of adequate water supply is a common goal which is applicable everywhere, and the related strategy for the same is also common i.e. “water augmentation scheme”.

In the above context what exactly required is; if a town requires Water augmentation scheme than where is the source? Is it perennial? how much capacity it has? Etc.How efficiently and effectively it can be implemented? Are any low cost options available? Who will be the implementing agency? Are any PPP options possible? Answers to these questions should be part of the proposed strategies. These must be linked with the vision and sector goals along with the priority considerations. All the strategies must be city specific. Initial cost estimates for system refurbishment and System augmentation should be given. Broad positioning of source etc. should be shown on the map. Cost estimates should be done on the basis of prevailing MPPWD SOR 2009 and other schedule of rates.

Stakeholders suggestions received during the workshop should also be a part of the report. Presentations should be annexed with each report.

Its quite surprising that some of the firms have submitted a copy of presentation only with 2-3 pages on strategies. In some of the reports Reform action plan has been totally neglected? Some reports have case studies of much advance Europian cities which not at all seems relevant. In some of the reports detailed strategies have been given without mentioning name of the city or city sites and it seems like there are some templates for strategies which have been pasted directly into the reports.
